2021年12月30日,《新型市(shi)场主体参(can)与华中(zhong)电力调峰辅(fu)助服务市(shi)场规则(试行)》正式实施。当日,国(guo)网(wang)湖南(nan)综合能(neng)源服务有(you)限公(gong)司下属延农(nong)、榔梨、九(jiu)仑、磨石、蚂蟥塘、韭菜坪6个储能(neng)电(dian)站根据华中电(dian)力(li)调(diao)峰(feng)辅助服(fu)务市场日(ri)前(qian)出清结果,以(yi)充电(dian)方式跨省帮(bang)助河南(nan)电(dian)网调(diao)峰(feng),提供调(diao)峰(feng)电(dian)力(li)大6万(wan)千瓦(wa),累计调峰电量13.5万千瓦时,有(you)效解决(jue)了河(he)南电网调(diao)峰需(xu)求。 储能电站成功参与省(sheng)间(jian)电力调峰辅(fu)(fu)助服务(wu)市场(chang)(chang)交易,标志着(zhe)华(hua)中区域实现市场(chang)(chang)方式下源网荷储跨(kua)省(sheng)协同(tong)互(hu)动,开(kai)启了需求侧(ce)参与华(hua)中区域电力辅(fu)(fu)助服务(wu)市场(chang)(chang)的新篇章 。
近年来,随着双碳目标提出(chu)和(he)新(xin)型(xing)电力(li)系(xi)统构(gou)建,华(hua)中区(qu)域新(xin)能源(yuan)发(fa)电装机快(kuai)速增长,系(xi)统调峰(feng)困难(nan)问题日(ri)益突出(chu),新(xin)能源(yuan)弃电形(xing)势(shi)日(ri)趋严(yan)峻(jun)。华(hua)中能源(yuan)监管局高度重视,积极深化华(hua)中跨(kua)省(sheng)调峰(feng)辅助服务市场建设,经过一年多酝酿谋划,于2021年11月正式印(yin)发(fa)《新型(xing)市(shi)(shi)(shi)场(chang)主体参(can)与(yu)华中(zhong)(zhong)电(dian)(dian)(dian)力调(diao)峰辅助(zhu)服(fu)务市(shi)(shi)(shi)场(chang)规(gui)则(试行(xing))》。该规(gui)则为(wei)(wei)(wei)储能(neng)装置、电(dian)(dian)(dian)动汽车充电(dian)(dian)(dian)桩及(ji)负荷(he)侧(ce)各类可(ke)调(diao)节资源(yuan)(yuan)参(can)与(yu)省(sheng)间调(diao)峰辅助(zhu)服(fu)务交(jiao)易建立了(le)市(shi)(shi)(shi)场(chang)机制(zhi),使(shi)华中(zhong)(zhong)区域(yu)省(sheng)间电(dian)(dian)(dian)力调(diao)峰辅助(zhu)服(fu)务市(shi)(shi)(shi)场(chang)参(can)与(yu)方由发(fa)电(dian)(dian)(dian)侧(ce)延伸(shen)到(dao)需求侧(ce)。新型(xing)市(shi)(shi)(shi)场(chang)主体通过改(gai)变自身充放电(dian)(dian)(dian)行(xing)为(wei)(wei)(wei)或(huo)用电(dian)(dian)(dian)行(xing)为(wei)(wei)(wei),将高峰时(shi)段(duan)(duan)(duan)用电(dian)(dian)(dian)或(huo)充电(dian)(dian)(dian)腾挪到(dao)低谷(gu)、腰(yao)荷(he)时(shi)段(duan)(duan)(duan),从而(er)为(wei)(wei)(wei)所在省(sheng)的省(sheng)级电(dian)(dian)(dian)网(wang)在低谷(gu)、腰(yao)荷(he)时(shi)段(duan)(duan)(duan)吸纳省(sheng)外富(fu)余清洁能(neng)源(yuan)(yuan)提(ti)供一部分增(zeng)量空间。规(gui)则的实施不仅(jin)有助(zhu)于发(fa)挥需求侧(ce)参(can)与(yu)区域(yu)电(dian)(dian)(dian)网(wang)调(diao)节的能(neng)力、促(cu)进清洁能(neng)源(yuan)(yuan)消纳,而(er)且还为(wei)(wei)(wei)新型(xing)市(shi)(shi)(shi)场(chang)主体带来一部分增(zeng)量收益。
